Shell Beach used to be an entity of its own even though it was an unincorporated area under the governing body of San Luis Obispo. In 1964 the voters of both The City of Pismo Beach and the designated unincorporated area know as Shell Beach, voted to become one and Shell Beach was annexed into the city. However the name Shell Beach still prevails in a lot of hearts and minds and I hope it will forever.
One of the driving forces behind the annexation was not necessarily the money savings in consolidating the city services, but the idea of the local hotels and other tourist businesses wanting to be able to say they were located in the more famous City of Pismo Beach then the lesser know Shell Beach. It was strictly for business you could say.
The hotel, restaurant and other tourist orientated business owners were really the big push behind the idea; some of the long time local residents, not so much.
Many of them to this day refuse to say they live in Pismo Beach and still refer to and use the name Shell Beach in referring to where the live and still use it as their mailing address.
A similar thing happed years later just south of Pismo Beach. The community that was formally known as Grover City, named after one of its founders, also went through a name change. Even though there was no annexation involved, the driving force behind the name change was the business community. They changed their name to Grover Beach.
What makes it similar to the Pismo/Shell Beach incident and very interesting is that leading businessman, Bill Rabanault, headed up the name change didn�t even live in what was then Grover Beach. He owned a business there but he was a resident of Pismo Beach! Bill later went on and became a member of the City Council in Pismo Beach.
