City Hall in Houston was built in 1938 after much legal wrangling and dispute on the design location. The Mayor of Houston at the time, R.H. Fonville, disagreed with the design of the building by architect Jospeh Finger. Fonville wanted more of a classic design to the building, but the City Council overruled the mayor's choice of taste.
After the debate over the design was settled, Lawrence Settegast sued the City to try to block the sale of bonds to raise the funds to build City Hall. The Texas Supreme Court ruled in favor of the City of Houston and construction began quickly before anyone else could stop it. On Dec 3, 1939 the Mayor and City Council members moved into the new City hall where they are today. The "Houston Press" wrote an article that was ill received by the public when the building opened. The article detailed how the building had a private elevator for the Mayor of Houston and private hallways for City Council members so that they could navigate the building while avoiding the public. This "ultra modern" design has endured decades of the blistering hot summers of Houston.
