The Polarizing filter is better than a UV. But, you have to turn it, until the colors look best, to cut through the haze. Best time to go to the Grand Canyon is in October. The haze is not from Phoenix, but the Colorado River. As temps rise on the rim, it gets much hotter in the canyon, and causes evaporation of the water, creating the haze... In Phoenix at a much lower altitude, you look up and see "clouds." In the Canyon, you are at the altitude of the clouds, so the haze is created by the formation of clouds.... :)
