BROOKS-BAXTER WAR, 1874. 'A Plague O' Both Your Houses.' American cartoon of 1874 on the 'Brooks-Baxter War,' which pitted Elisha Baxter, elected Governor of Arkansas in 1872, against his opponent Joseph Brooks, who obtained a court order declaring himself to be the legal governor but was ultimately removed by President Grant in favor of Baxter.
