This is a street scene in Lower Manhattan with a color isolation done on the yellow from the taxi and stripes on the road. The steam coming out of the manhole "chimney" comes from the New York City steam system. This system carries steam from steam generating stations under the streets throughout the city to heat, cool and supply power to the high-rise buildings.
