This is the Cabinet Club Saloon c.1910, about the time future director Allan Dwan (1885-1981) came to Tucson, Arizona to begin his 50 year plus career in the movie business.
He remarked to interviewer Peter Bogdanovitch in "Who the Devil Made It" that downtown Tucson then had "lots of saloons."
This is one of them on 68 W. Congress. The Cabinet is long gone, but the Fox Tucson (built in 1929/1930) is located right across the street today.
