"Jizo Bodhisattva" is the name of this image. A Bodhisattva works tirelessly to liberate all beings from suffering. This Bodhisattva focuses on children, wanderers, and the incarcerated. He has made the vow to remain in hell until all beings who are suffering in the hell realms attain full Enlightenment.
In Buddhism, hell is not a final stop that happens after a person dies. Hell manifests in any moment when a person acts out of anger and rage in a destructive and violent manner. But the same person who can manifest hell, can enter heaven the moment they feel sincere sorrow for their sins. Again, heaven is not a final stop after death. Any mind-moment we can find ourselves in heaven or hell, depending on our state of mind.
Jizo, in Japan, protects children who died prior to birth, or shortly after. Images and statues of him line the roadsides and cemeteries. Japanese who have lost their children - either prematurely or through abortion - believe that Jizo takes care of them now. A Jizo statue may be erected to memorialize a child who has been aborted or died prematurely. That Jizo statue gives the mother or family member a physical place to go to in order to carry on a conversation with the child, to ask for their forgiveness, or simply to remember the existence of this being.
To thank Jizo for taking care of the child, or simply to remember the work of those who take care of the living and the dead who are in hell realms, this mantra is said: On ka ka, kabi san, ma eh sowaka. The spoken or chanted mantra is the way to call on the energy of Jizo within ourselves, and to encourage us to witness and protect those people who are in hell realms for whatever reason. In this sense, Jizo is the manifestation of what in Christianity is named, "Unconditional love."
