I am told that R.O.P. means ' Russian Oil Products'
The writing below it reads, " Stop engine, brake wheels, extinguish all oil lamps."

I love old signs too. My father was a sign painter. He painted beautiful portraits and landscapes as well. Glad u wrote the description of this because I would have always wondered what R.O.P. stood for. Now I know. Good wishes to you, Geoff.
