I use an acrylic pumice medium made by Brera, Maimeri but Winsor Newton I think carries it too. The acrylic pumice medium is applied with a palette knife, to canvas boards, watercolor paper, after drawing the design with a lead graphite pencil. You may want to prime it with gesso first, if you are looking to add strenght to the surface. The watercolor is applied to the painting "after" the acrylic pumic fresco medium is dry. Totally dry...and that could take a day or two. The watercolor is sucked up quickly and has a delayed spread, so narrow the pigments to inside the edges rather than going to the edge. To get a stronger edge, use a dot and dash after it dries. The edges are trickier than just a straight watercolor.
