The first federal minimum wage in the United States was set in 1933 under President Franklin D. Roosevelt, but it was ruled unconstitutional. The Fair Labor Standards Act of 1938 put it at 25 cents an hour; in 1968, it reached its peak purchasing power at $1.60. Now, many workers believe it should rise from $7.25 to $15 an hour.
